This can happen if one of your buyers charges back the payment to their credit cards once they do PayPal will straight away take the said amount out of your PayPal balance and if you don't have enough funds to cover the charge back then your account will then show a negative balance.
Very frustrating when it happens also, it happened to me 2/3 months ago and the charge back was for near 2k so I can no longer use my PayPal account.
