Can CIRRUS ATM Debit Card be used to verify Paypal account for Germany resident?

Hi,
Usually, these are just for Point of Sale transactions, but it should work just like a Mastercard (Maestro is owned by MC) and process through on their network, or on Visa's, for online. The issuing bank doesn't matter, just what network the card can operate on.
